Tom Hardy is the actor and Bane is the character. Yes, it's very early for a sneak peak at one of the major characters but Christopher Nolan has obliged the baying public.
To add to this image they've also released the official website, imaginably titled thedarkknightrises.com, which just shows a black screen with incomprehensible chanting present. Or so you think.
God bless the internet geeks who have deciphered the chanting and found that they are actually saying 'The Fire Rises'. What does this mean? Who knows, but its a genius bit of viral advertising that makes me ever more greedy for wanting to know more.
